On the 29th November 2021 WSCC formally announced the decision to convert sections of unsuitably narrow Westgate pavement into shared use cycle tracks, HT12 21/22. Fulham council web page explains their new Traffic, Congestion and Pollution Reduction Scheme (TCPR). It was launched in July 2020.
